Now a days, most of the best websites are created with the standard WordPress, Drupal, Joomla, so on and so forth, all being  open source and by definition, free. Running those PHP-based applications on a Windows IIS web server requires serious mods. All this while Microsoft has been streamlining their process of installing and configuring the PHP scripting language on IIS 7.0 for months now and most web administrators consider thier fix of enabling FastCGI extensions to be risky at best for the purpose of production environments while other will simply setup a separate test environment for the purpose of evaluating open source apps.
